




Louis joined the States of Jersey Police on 1 February 1982. Over more than three decades of service, he accumulated extensive operational, investigative, and specialist experience across multiple departments, consistently earning strong performance appraisals and formal commendations.
Career Overview
Louis’ early service was spent on uniformed shift duties, during which he also undertook short developmental secondments within specialist units. He subsequently served as a Detective Constable in CID, the Special Branch Ports Unit, and the Drugs Unit, before returning to uniformed duties.
From 1991 onwards he later worked in the former Commercial Branch (now the Financial Crimes Unit), dealing with financial crime and fraud and continued within investigative and specialist teams, including the Family Protection Team, Custody Liaison Unit, and CID, and was appointed Acting Detective Sergeant in January 2003. He continued alternating between detective and uniformed supervisory roles until his promotion to substantive Sergeant in November 2005 and later Inspector in November 2009. In 2011 he was assigned to lead the implementation of procedures linked to the Management of Police Information (MoPI).

In 2003 he completed a three-month secondment with Northumbria Police, gaining high-level public order qualifications and putting those skillis into action providing tactical advice to Gold and Silver Commanders during the high-profile visit by President George W. Bush and Prime Minister Tony Blair to Sedgefield.
He also completed the Chartered Management Institute Diploma in Management through the Jersey Business School in 2005, demonstrating significant commitment to professional development.
Louis also gained a Foundation Certificate in Law.
Commendations and Notable Incidents
Louis received repeated recognition for exemplary conduct, investigative ability, and bravery.
Louis' first investigation in the Fraud Squad resulted in a 6 year sentence for the Defendant following and intensive investigation into 17 counts of Fraudulent Conversion.
In 2007 Louis was the Deputy Senior Investigationing Officer for the drugs investigation into Curtis Warren, who was once named as Interpol’s “Target One”, achieving what had elluded the National Crime Agency in a conviction for drug trafficking offences.

During 1987–1990 his appraisals consistently highlighted his efficiency, motivation, dedication, and strong investigative performance, particularly in the Special Branch Ports Unit and Drugs Unit.

Whilst secondend to Special Branch the Chief Officer commented “I wish to congratulate you on your enthusiasm and your commitment to your duty in dealing with what is a difficult and complex problem and one with very serious overtones”.

In 1998, while in CID, he led an investigation into an affray and serious assault on a Police Officer. His report was praised as “exemplary” by H.M. Attorney General, and he received commendations from both the Superintendent (Operations) and the Chief Officer.

Bravery and Public Service

In 2000, while off duty in Spain, he rescued a young child from a swimming pool and administered CPR until medical assistance arrived. Although the child sadly passed away, his actions led to a Chief Officer’s Commendation, which noted his exemplary conduct and support for the family.

In 2003, while arresting a male for possession of child pornography, he displayed courage and presence of mind when the offender threatened him with a knife with the Chief Officer noting “Louis displayed great courage and presence of mind whilst dealing with this threatening siuation”.
National Contribution

In July 2005, following the London terrorist attacks, he volunteered within hours to assist the national enquiry working at New Scotland Yard with the Anti-Terrorist Unit and Security Services, contributing detective and surveillance expertise. Louis subsequently recevied a Certificate of Appreciation from the Chief Officer for the work he undertook.
Long Service Recognition

On 29 September 2004, he was awarded the Police Long Service and Good Conduct Medal, presented by the Lieutenant Governor at Government House.
Leadership and Performance
Louis had repeatedly been described in appraisals as highly competent, motivated, calm under pressure, and capable of performing at a consistently high level. Senior officers noted his potential for higher rank and his respected standing within the organisation.
Louis retired from the Police on 26th July 2013 after having completed 31 years service.
